Former police officer Kohinoor Mia got promotion

A decade and a half ago, he was dismissed from the police service. Govt has promoted Kohinoor Miah as Additional Deputy Inspector General (Grade IV) ex post. He has been informed about this promotion in a notification of the Ministry of Home Affairs on Sunday.

Earlier, on March 9, the government decided to treat Kohinoor Miah’s removal period as employment. During the Awami League government, on February 22, 2011, the Ministry of Home Affairs issued a notification dismissing the then Deputy Commissioner (DC) West Region of Dhaka Metropolitan Police (DMP) Kohinoor Mia.

In a notification of the Ministry of Home Affairs on Monday, it has been informed that the order of dismissal of Kohinoor Miah has been cancelled. In two departmental cases, he was sentenced to severe dismissal from service, the notification said. But in two criminal cases filed on the same charge, the learned court found him innocent and acquitted him from the liability of the case. As the President granted his petition for reconsideration of his dismissal, his dismissal from service was quashed. At the same time, his period of dismissal shall be treated as a period of service and he shall receive all arrears of salary and other benefits as per rules.

This order will come into effect with immediate effect, the notification said.

Kohinoor Mia was known as a trusted police officer of the then government during the four-party coalition government led by BNP-Jamaat-e-Islami. And because of this Awami League came to power and cornered him. At one stage he went into hiding. The house of this BCS 12th batch officer is in Sadarpur Upazila of Faridpur.

On March 12, 2006, a woman named Shaheen Sultana Shanta was allegedly tortured by the police in front of Rapa Plaza in Dhanmondi. On that day, during the election commission siege program of the then opposition party Awami League, there was a clash between the police and the leaders and workers of the party. At that time, on her way home after taking her son from school, when Shanta tried to enter a nearby clinic in fear, the policemen dragged her and her son into a prison van and allegedly beat her up.

Two days after the incident, on March 14, 2006, Shanta filed a case against the then Deputy Commissioner of Police Kohinoor Mia and a constable in Dhaka’s Chief Metropolitan Magistrate Court. Later, the Criminal Investigation Department (CID) of the police conducted an investigation and reported that the truth of the incident was not found. Objecting to this, Shanta applied for a judicial inquiry. After a long legal process, in 2009, the court ordered the case to be treated as a declaration. However, it took till 2021 to submit the charge sheet in the case and the charge sheet was framed against the accused in 2023. Recently, three witnesses testified in court but they said they knew nothing about the incident. After that the court acquitted three people including Kohinoor Mia.

Meanwhile, during the municipal elections on May 5, 2004, two parties named Sujan and Abu Taher were shot dead in a clash between two sides at the Achargaon High School center in Nandail Upazila of Mymensingh. In the beginning, the police filed a case as the plaintiff, but as the accused was not identified in the investigation, the final report was given several times.

Later in 2007, Awami League leader Rafiq Uddin Bhuiyan filed a case in the court naming six people including former MP Khurram Khan Chowdhury, then Mymensingh Police Superintendent Kohinoor Mia and Municipal Mayor Abdus Chhattar Bhuiyan Ujjal. Later, on the orders of the court, the CID investigated and filed a charge sheet against Kohinoor Mia and Ujjwal in 2011. After a long trial, the court acquitted them as the charges against them were not proved.
