Government mandates protocol ranking for district council administrators in state functions

The Ministry of Local Government has issued a formal directive to all deputy commissioners (DCs), mandating that district council administrators be accorded their appropriate status at all state and official functions in accordance with the national Warrant of Precedence.
In a letter sent to the deputy commissioners on Thursday, the ministry stipulated that administrators and chairmen of district councils must be integrated into official protocols, including seating arrangements at national day celebrations, government meetings, and diplomatic functions. The directive emphasizes that the established order of precedence, as outlined in the 1986 warrant and its 2020 amendments, must be strictly observed in all formal correspondence and invitations to ensure these officials receive the status commensurate with their positions.
Under the current Warrant of Precedence, district council administrators are positioned at the 24th rank, sharing this status with the deputy commissioners themselves.
The government has appointed administrators to 63 district councils, with these positions being filled by leaders from the Bangladesh Nationalist Party (BNP). The appointment process began on March 15 with an initial group of 42 administrators, followed by subsequent phases. The latest appointment occurred on July 19, when Mahabubur Rahman Shamim, the organizing secretary of the BNP’s Chittagong divisional unit, was named administrator of the Chittagong District Council. Currently, Thakurgaon remains the only district without a newly appointed administrator.
Following the collapse of the Awami League government amid a student-led uprising, deputy commissioners had been performing the duties of district council administrators since August 5, 2024.
Under the terms of their appointments, the new administrators will serve until further notice. Pursuant to the District Council (Amendment) Ordinance 2024 and the District Council Act 2000, these officials are empowered to exercise the full authority and responsibilities of a district council chairman and are entitled to the prescribed official allowances.
