Public Works Department implements lottery system for engineer postings to ensure transparency

The Public Works Department (PWD) has overhauled its personnel management system by utilizing a random lottery process to assign posts for 767 sub-assistant engineers across Bangladesh. The selection took place Thursday at the department’s headquarters in Dhaka’s Segunbagicha, marking the first time the agency has employed such a method to determine branch and regional postings.
The initiative, coordinated by Sarwar Alam, an additional secretary at the Ministry of Housing and Public Works, aims to institutionalize transparency and impartiality in civil service placements. According to a ministry press release, the move is designed to ensure accountability within government development projects and modernize human resources management.

Under the new distribution, 317 engineers were assigned to the Dhaka division, followed by 133 in Chittagong, 74 in Khulna, 73 in Rajshahi, 64 in Rangpur, 44 in Barishal, 33 in Sylhet, and 29 in Mymensingh. These personnel have been distributed among the PWD’s head office, divisional offices, and various district-level executive engineering branches.
Sarwar Alam emphasized that the process establishes a credible and modern framework for professional assignments. Kazi Firoz Hassan, an additional chief engineer at the PWD, noted that the lottery system fosters a sense of equity and confidence among the engineering staff.

The event was attended by senior officials, including PWD Chief Engineer Md. Khalequzzaman Chowdhury and ministry joint secretaries Mohammad Mizanur Rahman and Fouzia Khan. The ministry confirmed that the lottery model will be extended to the department’s electromechanical wing next week to complete the transition to this new system of staff deployment.
