High Court Orders Formation of Committee to Appoint Research Associates for Justices

The High Court Division of the Supreme Court of Bangladesh has ordered the formation of a committee to formulate recommendations for the appointment of research associates to assist justices. The directive was issued on Tuesday by a High Court bench comprising Justice Md. Habibul Gani and Justice Syed Mohammad Tajrul Hossain, following a hearing on a supplementary petition.
The committee is mandated to be led by the Secretary of the Law and Justice Division. The court has granted the committee a three-month timeframe to submit its formal report regarding the recruitment process.
This development stems from a writ petition filed last November by Supreme Court lawyer Mohammad Saddam Hossain and 12 others, including law students. The petitioners challenged the constitutional validity of the Supreme Court Judges (Remuneration and Privileges) Act, 2021, and the Supreme Court Judges (Leave, Pension and Privileges) Act, 2023. On November 24, the High Court issued a rule following the initial hearing of that petition.
In August, the petitioners filed a supplementary application requesting the court to direct the appointment of ad hoc or contractual law clerks-cum-research associates, or research officers and interns, for each justice of the High Court Division.
During the hearing, senior lawyer Mohammad Shishir Monir represented the petitioners, assisted by Mohammad Saddam Hossain. The state was represented by Deputy Attorney General Muhammad Zisan Haydar.
Speaking to reporters after the order, Advocate Shishir Monir highlighted the urgency of the move, noting that the current judicial system lacks dedicated research support. The petitioners had argued that, despite the substantial caseload and the significant backlog of pending litigation, High Court justices currently operate without the assistance of dedicated law clerks or research staff, a situation they described as a matter of serious concern.
