Even after two rounds of transfer, Kazi Md. is not leaving the responsibility of Superintendent of Police (SP) of Mymensingh region of Highway Police. Highway Police Mymensingh Region Assistant Superintendent of Police Ranjoy Chandra Mallik told Prothom Alo, “Kazi Md. Choaib sir has not handed over the charge till today (Wednesday). Rahmat Ullah Sir is doing the operational activities. In the present situation, the normal activities are being disrupted to some extent. We have been told verbally from the headquarters that he (Choaib) should not obey any of his instructions.
Kazi Md joined as SP of Mymensingh region on 10 April 2025. I will touch On April 5 this year, the government issued a notification transferring him to Barisal Range DIG office. In another order on April 9, the HQ of the Highway Police directed to obtain the clearance by April 16, clarifying the responsibility; But Kazi Md. Choaib disobeyed the instructions and stayed in Mymensingh.
Later on April 19, he was attached to the Highway Police headquarters in another order. It is said in the order, Kazi Md. Choaib is currently stationed in the Mymensingh region of the Highway Police, which amounts to misconduct under the Government Servants (Discipline and Appeal) Rules, 2018. In this situation, he was attached to the police headquarters due to his deviant behavior in the department. On the day of issue of the letter, he was handed over to the next senior officer and directed to report to the highway police headquarters by 10 am on April 20. On the other hand, in a separate order, Highway Police Gazipur Region SP Mohammad Rahmat Ullah was given additional responsibility as Mymensingh Region SP. He took charge on April 20 by sending a letter to the Additional DIG of Highway Police; But Mohammad Rahmat Ullah could not sit in the regional office of Mymensingh even after a month of assuming office.
Rahmat Ullah told Prothom Alo, “I can’t go there because of politeness. He is my junior. I am continuing my official work even though I am not going there so as not to create any unwanted situation. If it wasn’t for him, I’d probably go there a day or two a week. He may not have self respect, I do. I am not going there with that thought. He said, “The officers tried to withhold the salary of the force.” Later on my signature got paid. He (Police Superintendent) has been attached to the headquarters. Even after that, he will be able to tell why he is not leaving the office. The authorities will take action against him in due course.
If you want to know, Kazi Md. Choaib said, “Where I have been transferred, I stayed there for four years. Now I have applied to the Home Secretary and the IGP to reconsider the matter as he has been transferred there again. Since no decision came from there, I am still here. I have been verbally asked to stay here. He said about the withholding of salary, “Although I have sent the salary of the employees to the accounts office on time, I do not know the reason for the delay.” Running the office is not a problem in the current situation. As much as there is a problem, it can be compensated after the decision comes.
Kazi Md. Choaib was transferred to Barisal on April 5, but he was officially attached to the headquarters on April 20. Out of this, a total of 77 workers were reshuffled through 16 letters in 32 days from April 9 to May 11. 39 persons were transferred from 9th April to 18th April and 38 persons were transferred from 26th April to 11th May.
According to highway police sources, there are a total of 177 members in Bhardoba, Shyamganj, Bakshiganj, Katiadi and Nandale police stations under Mymensingh regional office. One SP and one ASP look after the administrative functions. According to the documents obtained by Prothom Alor, SI Sabbir Hasan was transferred from Vradoba to Nandail on March 26, but the previous transfer order was canceled on April 18. Constable Zainal Abedin was transferred from Bhardoba to regional headquarters on 26 April but was sent back to Bhardoba on 7 May. Constable Md. Mustafa Kamal and Md. Abu Saeed was transferred from Bhardoba to regional headquarters on April 14 but was transferred again to Bhardoba on April 17. Woman constable Mitu Akhtar was posted to Shyamganj from regional headquarters on April 18; But on April 30, he was again transferred to the regional headquarters.
A constable, who was transferred on the condition of anonymity, told Prothom Alo, “In this type of transfer, common members like us with our families are subjected to harassment.”
However, Kazi Md denied the allegations of transfer trade. Choaib told Prothom Alo, “The transfers have been made in view of the workers’ application. Many of these are new additions. Many others applied for transfer considering the need.
If contacted Additional IG. Delwar Hossain Mia said to Prothom Alo, Kazi Md. Choaib was ordered to be transferred and attached, but he did not obey. He is now absent as usual. He blocked the office. Necessary measures are being taken against him including a departmental case. He said, ‘If any worker is transferred after the transfer order, they will not be effective. He is no more. I have informed that any of his orders will not be effective.
