Government Appoints Md Moniruzzaman as Seventh Managing Director of Dhaka WASA Since August 2024

Additional Secretary Md. Moniruzzaman has been appointed as the new Managing Director (MD) of Dhaka Water Supply and Sewerage Authority (WASA). The Ministry of Public Administration issued a notification on Tuesday confirming his transfer to the position. Moniruzzaman previously served as an Additional Secretary in the Local Government Division.
This appointment marks the seventh transition in the leadership of Dhaka WASA since the fall of the Awami League government on August 5, 2024. Moniruzzaman succeeds Md. Aminul Islam, who has been reassigned as the Director General of the National Institute of Local Government. Aminul Islam, who had been serving on a contractual basis, will hold his new position for the remainder of his current tenure at the status of a secretary.
Aminul Islam’s departure comes less than six months into his one-year term, which officially commenced on March 11, 2024. He was originally scheduled to remain in the role until March 2025.
The leadership of the utility agency has faced significant volatility since the resignation of long-time Managing Director Taqsem A. Khan on August 14, 2024, following the change in government. Over the past two years, the position has been occupied by a series of interim and contractual appointees, including A.K.M. Sahid Uddin, Fazlur Rahman, Shahjahan Mia, Abdus Salam Bepari, and Muha. Moniruzzaman, the latter of whom served briefly before Aminul Islam’s appointment in March.
The frequent turnover has drawn scrutiny, particularly regarding the selection processes and the concentration of roles during the tenure of individuals who simultaneously held positions in the Local Government Division and the Dhaka South City Corporation. With this latest appointment, the government aims to stabilize the management of the capital’s primary water utility provider.
