Bangladesh government reshuffles top bureaucracy with four new secretary appointments

The Bangladeshi government has announced a major administrative reshuffle, appointing new secretaries across four key ministries and departments through a series of promotions and transfers. The Ministry of Public Administration issued separate notifications on Thursday confirming the appointments as part of an ongoing effort to reorganize the civil service hierarchy.
As part of the promotion cycle, Additional Secretary of the Public Security Division, Jesmin Nahar, has been elevated to the rank of secretary and assigned to the Ministry of Primary and Mass Education. Similarly, Md. Ziaul Haque, previously an additional secretary in the Energy and Mineral Resources Division, has been promoted to secretary of the same department.
The reshuffle also involves strategic transfers to fill existing leadership gaps. Mohammad Saiful Islam, the outgoing secretary of the Energy and Mineral Resources Division, has been moved to the Ministry of Disaster Management and Relief. He fills a vacancy left by Md. Saidur Rahman Khan, who transitioned to the Anti-Corruption Commission in late July. Additionally, Md. Obaidur Rahman, an officer attached to the Ministry of Public Administration, has been appointed secretary of the Ministry of Housing and Public Works, succeeding Md. Nazrul Islam following his retirement.
The Ministry of Primary and Mass Education’s former secretary, Md. Sakawat Hossain, has been reassigned to the Ministry of Public Administration. These changes come amid reports from ministry insiders that further high-level bureaucratic adjustments are imminent.
Administrative sources suggest that the government is preparing for additional shifts as the tenures of several senior officials, including the Cabinet Secretary and the Senior Secretary of the Ministry of Public Administration, are nearing completion. Other critical positions, such as the vacant Secretary to the Prime Minister’s Office and the upcoming retirement of Finance Division Secretary Md. Khairuzzaman Mozumder in October, remain key focal points for the government’s personnel planning.
While the administration anticipates further changes at the secretarial and additional secretary levels, ministry officials maintain that final decisions remain under the purview of high-level government authorities. The Ministry of Public Administration continues to process orders as official directives are finalized.
