Nagad signs agreement with Registrar General office to enable digital accounts for students using birth registration certificates

State-owned mobile financial service Nagad has signed a memorandum of understanding (MoU) with the Office of the Registrar General, Birth and Death Registration (BRIS), to enable minors and students to open digital accounts using their birth registration certificates.
The agreement was formalized on Tuesday at the Office of the Registrar General. Nagad Administrator Md. Motasim Billah and Registrar General (Additional Charge) Abu Nasor Mohammad Abdullah signed the accord on behalf of their respective organizations.
While Nagad typically verifies customer identities through the National Identity (NID) card system, this partnership addresses the barrier faced by students under the age of 18 who lack NID documentation. Under current central bank regulations, birth registration certificates are mandatory for customers aged 14 to 18 to open accounts intended for receiving government stipends and financial aid.
The integration connects Nagad directly to the national birth registration database, allowing for the instantaneous, paperless, and automated verification of student information.
Nagad Administrator Md. Motasim Billah stated that the partnership eliminates the complexities previously associated with account opening for minors. He noted that these accounts would remain linked to the accounts of guardians, providing parents with the oversight to monitor their children’s expenditures.
Registrar General Abu Nasor Mohammad Abdullah described the initiative as a significant step toward making birth registration services more efficient and citizen-friendly. He emphasized that the automated verification system would enhance identity security, ensuring greater transparency and accountability in the distribution of government stipends.
The signing ceremony was attended by senior officials from both organizations.
