Chittagong Development Authority fines superstores and building owners 4.1 million taka for unauthorized construction and parking violations

CHITTAGONG – The Chittagong Development Authority (CDA) fined various business entities and building owners a total of 4.1 million taka on Thursday for unauthorized construction and the illegal use of parking spaces for commercial activities. The enforcement drive, led by a mobile court, also resulted in the demolition of illegal structural extensions at three buildings and the sealing of four others.
The operation, which targeted eleven buildings in the Agrabad Access Road and Shanti-dhara residential areas, was overseen by CDA Chairman Engineer Belayet Hossain and conducted under the leadership of Special Metropolitan Magistrate Hamimun Tanjin.
According to a press statement from the CDA, the Utsab Supermarket and Swapno superstore outlets on Agrabad Access Road were found to be operating commercial activities in spaces designated for parking. The Utsab outlet was fined 800,000 taka, with a default sentence of two years imprisonment. The authority has ordered the establishment to rectify the unauthorized portions of the building by November 27.
The owner of the building housing the Swapno superstore was fined 700,000 taka, while the store management received a 400,000 taka fine. Additionally, a restaurant named Chef’s Lounge was sealed for operating without providing any parking facilities.
During the sweep, authorities demolished illegal extensions at three buildings and sealed four structures. The sealed buildings include the aforementioned restaurant, two three-story buildings, and an eleven-story building. Electricity connections to these properties were also disconnected as part of the enforcement action.
CDA Chairman Engineer Belayet Hossain emphasized that many major superstores are currently operating without adhering to mandatory parking requirements. He urged city residents to strictly follow CDA-approved architectural designs, warning against activities that contribute to traffic congestion and public suffering near businesses, schools, colleges, and hospitals.
Mohammad Manjur Hasan, Superintending Engineer and Chairman of the Building Construction Committee-2, confirmed that the CDA intends to continue these operations to combat illegal construction and the encroachment of parking spaces. The mission was supported by several high-ranking CDA officials, including Authorized Officer-2 Tanjib Hossain, along with building inspectors and judicial staff.
