The DC conference starts on Sunday, the health sector has brought the most proposals

The District Administrators (DC) have given 44 proposals regarding the health sector, including taking institutional measures to improve mental health at the district and upazila levels, rebuilding or repairing union sub health centers and providing adequate medicine with manpower. On the occasion of this year’s DC conference, the health service department received the most proposals.
The policy makers of the government will discuss these proposals and give necessary directions in the four-day Deputy Commissioner (DC) conference that will begin tomorrow, Sunday. Apart from the health sector, various proposals have been made by the District Administrators including allocating cash instead of food aid under TR and Kabikha program, establishing an economic zone in Gazipur district and shifting industrial factories to a specific area, establishing an international standard airport in Noakhali, appointing Government Counsel (PP) and Government Pleader (GP) through competitive examination.

498 such proposals given by DCs have been fixed for discussion by the Cabinet Department. The conference will continue till May 6 at Osmani Memorial Auditorium in the capital. It will have total 34 sessions.
The press conference organized by the Cabinet Department at the Secretariat on Saturday afternoon presented various information about the DC Conference. This is the first DC conference after the formation of the new government led by BNP through the 13th National Parliament elections last February 12. Prime Minister Tariq Rahman will inaugurate the conference. Apart from this, the DCs will have a courtesy meeting with the President and the Speaker of the National Assembly. It didn’t happen last time.
According to the information of the cabinet department, on the occasion of this conference, departmental commissioners and DCs sent 1 thousand 729 proposals from all over the country. Among them, 498 proposals have been fixed for discussion.
Among the proposals made regarding the health services department are construction of scientific treatment plants for medical waste and sewage from hospitals and clinics, recruitment of adequate doctors and manpower in district jail hospitals, establishment of new 1000 bed hospital in Rangpur etc.
Among the proposals given by the DCs are the establishment of laboratories for foodstuff testing at the district level, decentralization of recruiting agencies from Dhaka to district level, establishment of foreign language education centers in districts or upazilas in phases, release of all kinds of funds from the national budget by April 15, upgrading Dhaka-Mymensingh road to eight lanes, establishment of government primary schools in tea gardens, making education free for all disabled students from district-wise poor families, integrated to ensure education of all children. Curriculum and evaluation system is in place, by formulating policies for establishment of Qoumi Madrasas, bringing madrasas under the policy, gradually setting up indoor stadiums in every district, supplying gas to Yamuna Fertilizer Factory, etc.
The decisions of the District Administrator Conference were implemented in three parts. These are short term (one year), medium term (three years) and long term (5 years). Medium and long term decisions naturally take longer to implement. Among the decisions taken in the District Administrator Conference held during the interim government in 2025, the short-term decision implementation rate is 61.74 percent. Apart from this, 35.75 percent of mid-term decisions and 16.67 percent of long-term decisions have been implemented so far.
The conference was held under the supervision of the Cabinet Department. In the presence of ministers and secretaries, the proposals given by the DCs on various ministry and department-related issues are discussed and decisions are taken. As representatives of the government at the field level, DCs are responsible for policy formulation, implementation of development programs and coordination of various activities. As a result, their proposals and this conference are considered important.
After the opening ceremony of the conference tomorrow, the divisional commissioners and DCs will participate in an open discussion with Prime Minister Tariq Rahman. On the first day, the prime minister’s office and agencies under it, health, education, primary and mass education and law ministries will be discussed. At the end of the first day’s session, the DCs will pay a courtesy call on the President at Bangabhaban.
On the second day, there will be discussions related to various ministries and departments, including the finance ministry, on Monday. Apart from this, the DCs will participate in a courtesy meeting and exchange of views with the Speaker of the National Parliament at the Jatiya Sangsad Bhavan.
On the third day, on May 5, there will be a discussion about some ministries and departments including the Armed Forces Department, Power Department, Energy and Mineral Resources Department. On the same day, the DCs will pay a courtesy call on the Chief Justice of Bangladesh at the Supreme Court building. Election Commission-related issues are also scheduled to be discussed on this day.
On the last day of the conference on May 6, there will be discussions on several ministry-related issues including the Ministry of Home Affairs, Public Administration. Bangladesh Administration Service Association, an organization of administration cadre officials, will hold a meeting with the Prime Minister at the Bangladesh-China Friendship Conference Center in the capital on this night. There, the officials of the administration cadre including the DC will have dinner with the Prime Minister.
