PM: Government Fulfills Peoples Hopes

Prime Minister Tareq Rahman on Saturday affirmed the current democratic government as a direct reflection of the people’s will, elected by direct vote after more than a decade and a half. Speaking in Dhaka after laying the foundation stone for the Bangladesh Institute of Administration and Management (BIAM) Foundation’s Training-cum-Dormitory building, he emphasized the government’s commitment to an accountable, just, and public-welfare-oriented system.

Addressing public administration officials, the Prime Minister highlighted the profound significance of the July-August 2024 mass uprising, which he said unequivocally reaffirmed the people as the true owners of the state. He asserted that ensuring the welfare and interests of the populace is paramount for public administration officials.

The Prime Minister underscored that the establishment of the Training-cum-Dormitory building at the BIAM Foundation signifies more than just a physical structure. It represents a national commitment to enhancing administrative capacity, fostering leadership, and developing human resources. He envisioned the new facility as a crucial milestone for future administrative leadership, evolving into a vibrant hub for knowledge exchange, leadership cultivation, and the sharing of experience.

BIAM Foundation, which began its journey as the Bangladesh Institute of Administration and Management on December 29, 1991, and transformed into the BIAM Foundation in November 2002, embodies the Bangladesh Nationalist Party (BNP) government’s longstanding vision for a highly skilled and trained public administration, according to Tareq Rahman.

Developing skilled human resources, particularly equipping government personnel with modern training and optimal technological proficiency, remains a key objective for BIAM, Tareq Rahman noted. He stated the government’s firm resolve to cultivate a merit-based, confident, creative, and responsible workforce. Building the “expected Bangladesh,” he added, necessitates a merit-based, transparent, and public-friendly public administration across all state institutions.

The Prime Minister stressed that modern administrative efficiency extends beyond mere adherence to rules, encompassing technological application, data analysis, swift decision-making, and a creative approach to public service. To this end, the government is prioritizing advanced, results-oriented training, aiming to expand opportunities for specialized courses, research, and policy-making education within BIAM’s curriculum.

Reflecting on past challenges, Tareq Rahman conveyed a message to public officials from the democratic government, reminding them of the administration’s promises as a “contract” with the people. He asserted that the public’s mandate for the government’s election manifesto and the July Accord obligates the current democratic administration to faithfully implement every clause.

Prime Minister Tareq Rahman declared the government’s unwavering commitment to building a “Meritocracy’s Bangladesh,” where merit, integrity, creativity, skill, and experience will serve as the primary criteria for all state appointments, transfers, and promotions. He also urged public administration officials to prepare for the Artificial Intelligence (AI) era to remain competitive on a global scale.

To thrive in the competitive global economy, the Prime Minister emphasized the necessity of overhauling government service delivery to align with modern standards. This includes establishing single-window clearance, one-stop services, and fully digital workflows to streamline business and trade operations.

The event, chaired by Cabinet Secretary Nasimul Ghani, was also attended by Prime Minister’s Advisor Ismail Zabiullah, Principal Secretary A B M Abdus Sattar, and BIAM Director General Abdul Malek.
