Local Government Division Orders Probe into Corruption Allegations Against Dhaka South City Engineer

The Local Government Division has ordered a formal investigation into allegations of systemic corruption and professional misconduct involving Kazi Mohammad Borhan Uddin, the Additional Chief Engineer of the Dhaka South City Corporation (DSCC). The probe follows serious claims ranging from the misappropriation of public funds and abuse of power to involvement in commission-based kickbacks, illicit promotions, and the accumulation of illegal wealth.
A directive issued on Sunday by the Ministry of Local Government, Rural Development and Cooperatives mandates a thorough, on-site investigation into the charges. The ministry has instructed Additional Secretary Mu. Moniruzzaman to lead the inquiry and submit a comprehensive report to the Secretary of the Local Government Division within 15 working days.
The official notification, signed by Deputy Secretary Md. Rabiul Islam, specifies that the investigation will examine the internal mechanisms of the DSCC engineering department, which manages high-budget urban projects including road construction, drainage systems, and infrastructure development. While the formal letter did not detail specific incidents, it confirmed that extensive documentation has been provided to the investigation officer to facilitate the verification of the claims.
Copies of the inquiry order have been forwarded to the DSCC Chief Executive Officer, with instructions to provide full institutional cooperation to the investigating team. Additional copies were distributed to high-ranking officials within the ministry and the office of the DSCC Administrator to ensure oversight of the proceedings.
Government sources indicated that while the current focus is strictly on the investigative report, the findings could lead to significant administrative actions if the allegations are substantiated. The department has signaled that the case is being treated with urgency, given the official’s influential role in overseeing critical municipal development works.
