Allegations of financial irregularities and administrative mismanagement have been made against Zainul Abedin, Superintendent of Primary Teachers Training Institute (PTI) in Kurigram. In the audit, information about financial irregularities of about 11 lakh rupees has emerged against him by showing fake bill-vouchers, extra allowances and withdrawing house rent from the guest room in the training program of teachers and staff.
At the same time, trainees, teachers and parents have expressed their anger about poor quality food, unclean accommodation and security. They alleged that due to mismanagement, the environment of male and female hostels has deteriorated. In addition to the free movement of outsiders in the PTI campus, drug abuse is also happening.

According to the investigation, Zainul Abedin joined the post of Superintendent of Kurigram PTI on October 10, 2024. Since then there have been allegations of irregularities in various sectors against him. He has been staying in the guest room of the institution for a long time without going to the official residence. However, according to the rules, it is not allowed to stay in the guest room for more than 10 days. Even though he was in the guest room, he withdrew the house rent along with the salary.
It has been seen in the audit objection that he has withdrawn Tk 4 lakh 32 thousand from the guest room as house rent. Apart from this, a discrepancy of Tk 46 thousand 615 as one day’s DA allowance for BPPT monitoring, mentoring and evaluation teachers and Tk 1 lakh 63 thousand 100 for one day’s DA allowance of 233 people in ICT training, and withdrawal of Tk 1 lakh 13 thousand 400 in the name of purchase of centrally printed manuals and reference books from the Directorate of Primary Education have been reported.

It is also said in the audit that an expenditure of Tk 20,500 was shown through fake vouchers in the name of printing 100 copies of the magazine without publication in the newspaper. Apart from this, there is discrepancy in expenditure of 25 thousand taka for teaching-learning material, 60 thousand taka for purchase of monihari materials, travel bill of 50 thousand taka for overnight stay using government vehicle and another 20 thousand taka for purchase of equipment.
Apart from this, there have been allegations of irregularities in the seven-day training of pre-primary teachers for a period of two years. A few trainees have complained that food allowance of Tk 460 per day has been allocated for each trainee but poor quality of food has been provided. They said that the allocation for the new banner was shown but the old banner was used. Similarly, a ‘kit bag’ of Tk 500 per person was shown for trainees and trainers, but in reality only pads, pens, notebooks, files and nameplates were given; The market price of which is less than 100 rupees.
On the condition of anonymity, some officials said that the superintendent has been staying in the guest room since joining. A team from the Public Works Department renovated the government residence and declared it habitable, but he did not move up. Money is raised in various sectors but there is no reflection of work in reality.
Recently, the campus was visited on the ground, weeds and jungles are spread in different places. Water all over campus grounds. Some rooms of male and female hostels have broken fans, broken beds and untidy environment. As the main gate is open most of the time, there is free movement of outsiders.
Some of the trainees, on the condition of anonymity, said that they have not received any allowance even though they were supposed to give allowance after the training. Even though food was allocated for Tk 460 per day, the quality of food was poor. Some trainers from Rajshahi said that they had to stay in hotels outside PTI as there was no environment to stay inside.
However, PTI Superintendent Zainul Abedin denied all the allegations. He said, the inconsistencies mentioned in the audit have been properly answered. The allowance of the trainees will be given through mobile banking when it is allotted. He denied the charge of misappropriation of money while admitting that he stayed in the guest room instead of going to the government residence.
