Explanation of the police headquarters on the statement of the IGP that spread on social media

Inspector General of Police (IGP) Md. Ali Hossain Fakir visited the headquarters of the Criminal Investigation Department (CID) at Malibagh in the capital on Monday afternoon and said, “99 percent policemen are honest and responsible”. Attempts have been made to spread this statement of the IGP negatively on social media.
Clarifying the matter on Wednesday, the police headquarters said the IGP’s statement was mainly based on ‘annual data’ or how many members remain disciplined at a given time. According to the data obtained for the last four years (2022-2025), the total number of complaints received and investigated by the police headquarters was 7 thousand 882.
And currently the total number of policemen is 2 lakh 18 thousand 554. The average annual complaint stands at 1,970.5 and the annual complaint involvement rate is 90.90 percent. It appears that in any large organization, complaints against 1% or less of the members are very normal and indicative of a well-disciplined force. This rate indicates that the force’s internal control system is effective.
On the other hand, analyzing the types of complaints, it can be seen that not all complaints are directly related to corruption. For example, family problems or incompetence are not direct dishonesty, but personal or strategic limitations. If these are excluded, the actual rate of dishonesty or corruption will be much lower, which is below 70%.
According to the explanation of the police headquarters, analysis of public perception and statistics shows that when 2,000 policemen out of 218,000 policemen make a mistake, that small fraction creates a negative impression in the public’s mind. But the statistics show that the majority of the members of the force are serving continuously. This is what the IGP wanted to convey in his speech.
