Court-appointed receiver faces allegations of irregularities in fish sale at disputed Chandpur property

A contentious land tract in Chandpur’s Haimchar, known locally as “Tipunagar” and previously held by Jawadur Rahim Wadud—brother of former Education Minister Dipu Moni—has become the center of a new controversy involving the court-appointed receiver. Haimchar Police Station Officer-in-Charge (OC) Mohammad Nazmul Hassan, appointed by the court to oversee the property, is facing allegations of irregularities regarding the sale of fish from the site’s commercial enclosures.
Local residents allege that several lakhs of taka worth of fish were harvested and sold recently without following mandatory public auction or tender procedures. Furthermore, critics claim the proceeds from these sales have not been deposited into the government treasury as required.
OC Mohammad Nazmul Hassan has acknowledged the sale of the fish but denied allegations of misappropriation. He stated that the proceeds from the harvest will be deposited into the government treasury in due course.
The property, spanning approximately 48.52 acres on a shoal along the Meghna River in Nilkamal Union, was allegedly occupied by Jawadur Rahim and his associates in 2019. The site, nicknamed Tipunagar, was developed into a complex featuring fish enclosures, cattle farms, and orchards. An investigative report by Prothom Alo in March 2022 revealed that the land was acquired through six deeds based on questionable documentation, despite the area lacking formal Diara survey records to establish private ownership.
Following the initial controversy, the district administration filed a lawsuit against Jawadur Rahim and 24 others to recover the land. The Anti-Corruption Commission (ACC) subsequently launched an investigation into the matter. In February 2025, the ACC’s Chandpur office reported initial evidence of irregularities in the deed-registration process, implicating not only Jawadur Rahim but also several local political figures and a lawyer.
As the legal battle continues, the court appointed the Haimchar OC as a receiver to manage the property. This arrangement has drawn scrutiny from local officials, including Nilkamal Union Parishad acting chairman Monir Sikdar, who emphasized that any sale of assets from court-controlled properties must strictly adhere to transparent bidding processes.
Haimchar Upazila Nirbahi Officer (UNO) Amit Roy stated that the ownership status of the Tipunagar land remains unresolved and under judicial review. He noted that the district administration is seeking further guidance from the court to ensure the transparent management of the site while the legal proceedings regarding its status as government khas land continue.
