Law Minister Asaduzzaman Defends Appointment of State Minister for Foreign Affairs Humayun Kabir Amid Citizenship Questions

Law Minister Anisul Huq defended the appointment of Humayun Kabir as State Minister for Foreign Affairs on Tuesday, asserting that the government followed constitutional provisions and that no laws were violated in the process.
Speaking to reporters at the Ministry of Social Welfare following a memorandum of understanding (MoU) signing ceremony, the minister addressed growing public scrutiny regarding Kabir’s nationality status. Kabir, who previously served as the Prime Minister’s Foreign Affairs Adviser with the rank of state minister, took his oath of office last Friday. Reports from various United Kingdom-based opposition party leaders have suggested that Kabir, having been raised in the United Kingdom, holds British citizenship. Whether he formally renounced his foreign citizenship prior to taking his oath remains a subject of public debate.
In response to questions regarding whether Kabir maintained British citizenship while taking the oath, Minister Huq maintained that the government’s actions were entirely constitutional. He stated that the administration acted within the boundaries of the law and that the swearing-in process was conducted in full compliance with constitutional requirements.
Beyond the controversy, the event focused on the signing of a tripartite memorandum of understanding aimed at ensuring social protection, rehabilitation, and access to justice for marginalized women, children, and vulnerable populations. The agreement involves the Department of Social Services under the Ministry of Social Welfare, the Department of Women Affairs under the Ministry of Women and Children Affairs, and the National Legal Aid Services Organization under the Ministry of Law, Justice and Parliamentary Affairs.
Minister Huq emphasized that access to legal aid is a fundamental human right. He noted that the concept of government-sponsored legal aid was first introduced under former Prime Minister Khaleda Zia, with the goal of providing state-funded legal representation to those lacking the financial resources to pursue justice.
The signing ceremony was attended by Social Welfare Minister AZM Zahid Hossain, State Minister for Social Welfare Farzana Sharmin, Social Welfare Secretary Mohammad Abu Yusuf, Secretary of the Ministry of Women and Children Affairs Yasmin Parveen, and Secretary of the Law and Justice Division Liakat Ali Molla.
