Khulna Primary Schools Face Academic Crisis Amid Severe Headmaster Shortage

A severe shortage of leadership in public primary schools across the Koyra upazila of Khulna has left nearly 60 percent of institutions operating without headmasters. Out of 142 government primary schools in the region, 85 are currently missing permanent heads, hindering administrative efficiency, academic supervision, and the quality of instruction for more than 22,800 students.
According to local education office data, there have been no direct recruitments for headmaster positions since 2013. The vacuum is widespread, affecting institutions such as the Gobra Ghatakhali, Uttar Madinabad, and Dakshin Madinabad Musafia government primary schools, among others. In addition to the leadership crisis, the upazila is grappling with 42 vacant assistant teacher positions.

The situation is exacerbated by legal complexities, as noted by local officials. A case regarding the status of teachers at 10 institutions that were transitioned from registered to government status remains pending in court, preventing promotions and new placements. This uncertainty has left acting headmasters to shoulder the dual burden of classroom teaching and intensive administrative duties, including financial reporting, documentation, and the implementation of government directives.
Educators argue that the administrative workload significantly diminishes the time and attention they can dedicate to students. For instance, at the Gobra Ghatakhali Government Primary School, the acting headmaster has been managing both daily operations and instruction for 157 students since 2023, noting that a permanent appointment is essential to restore functional stability.

The crisis extends beyond the schools into the regulatory bodies themselves. The upazila education office is currently operating with three of its five assistant education officer positions vacant, and all four office assistant roles remain unfilled.
The struggle in Koyra reflects a broader systemic issue across the district. Khulna district officials report that 605 of the 1,159 public primary schools under their jurisdiction are currently without headmasters, meaning more than half of the district’s primary institutions are operating without permanent leadership.
Koyra Upazila Education Officer Tapon Kumar Karmakar confirmed that while acting charges have been assigned to 16 positions, legal hurdles have stalled further progress. Meanwhile, Khulna District Primary Education Officer Sheikh Ohidul Alam stated that documentation for promotions from assistant teacher to headmaster has been submitted to the Department of Primary Education. Officials maintain that the vacancies will be filled in phases once the recruitment and promotion processes, overseen by the Public Service Commission and the education department, are finalized.
