BNP leader Udbatul Bari appointed as first chairman of Comilla Development Authority

The government has appointed Udbatul Bari, president of the Cumilla Metropolitan BNP, as the first chairman of the newly formed Cumilla Development Authority (CDA). According to a notification issued by the Ministry of Public Administration on Thursday, the appointment is effective for a one-year contractual term.

Under the terms of the appointment, issued pursuant to Section 8(1) of the Cumilla Development Authority Act, 2026, Bari will hold the position at Grade-2 status. The mandate stipulates that he must sever all ties with other professions, businesses, or public and private organizations to assume the role. Further terms of his employment will be formalized through a formal contract.

The CDA was established earlier this year to address the growing need for planned urbanization, infrastructure development, and sustainable land management in the rapidly expanding city of Cumilla. Following the government’s formal establishment of the authority in April and the subsequent publication of the gazette by the Ministry of Housing and Public Works in May, the appointment of a chairman marks the operational launch of the agency.

Local residents and stakeholders have long advocated for a dedicated authority to manage the city’s mounting challenges, including unplanned urban growth, chronic waterlogging, and housing shortages. The CDA is expected to spearhead long-term master planning, road and infrastructure expansion, and environmental management initiatives.

Bari, a long-time resident of Cumilla city, brings extensive local experience to the post. A former student leader at Cumilla Victoria Government College and head of the city’s Jatiyatabadi Chhatra Dal, he has led the local wing of the BNP since 2022.

In a statement following his appointment, Bari emphasized his commitment to transforming Cumilla into a modern, planned urban center through collaborative efforts. Noting his deep-rooted social and political ties to the region, he expressed his intention to begin implementing the authority’s development agenda immediately following his formal assumption of office this coming Sunday.
