Saudi Arabia’s Film Commission announced a significant boost in film production incentives at the Cannes Film Festival on Friday, May 15, alongside plans to simplify financial processes and introduce new funding packages. The move signals an ambitious drive to position the kingdom as the Middle East’s next major production hub.

The strategy, unveiled during the festival’s Marché du Film session by Saudi Film Commission CEO Abdullah bin Nasser Al-Qahtani, is designed to attract international filmmakers. According to a report by the U.S. entertainment magazine Variety, the initiatives extend beyond simply increasing incentive rates, also focusing on streamlining the disbursement of funds and enhancing transparency in financial aid monitoring and distribution for creators.

Further solidifying its commitment, the commission also revealed the launch of new financing packages in collaboration with the state-backed Cultural Development Fund. This comprehensive approach is already leading many industry observers to view Saudi Arabia as a rapidly emerging production powerhouse in the region.

However, the announcement has yet to disclose specific details regarding maximum construction budget limits or the annual cap for incentives. This lack of granular information has left some international producers with a degree of uncertainty about the practical implementation and overall effectiveness of the new programs.
