ACC investigating three irregularities of former mayor Rezaul

Former Mayor of Chittagong City Corporation. The Anti-Corruption Commission (ACC) has started investigating the three irregularities of Rezaul Karim Chowdhury. The investigation has started in the matter of recruitment and promotion, appointment of contractors for development work and assignment of waste collection to private companies.

The ACC has asked for all the documents including the personal documents of former mayor Rezaul Karim Chowdhury, the documents related to the appointment of the officers and employees who got jobs during his tenure, the documents giving work orders to the contractors of 25 development projects and the contract documents to give responsibility to private companies for waste collection. ACC said to submit the documents within seven working days.

On April 16, Chittagong City Corporation Mayor Shahadat Hossain wrote to ACC Assistant Director Md. Raju Ahmed. He is the investigating officer of the investigation. The ACC official confirmed the letter to the current mayor. Raju Ahmed.

Now the ACC has asked for all the records including the recruitment circular, application, recruitment test record, recruitment letter for these posts.

On the last page of Prothom Alor on July 4 last year, a report was published under the title ‘Ek Lafe’ engineer from worker to tax collector’ about the irregularities in the appointment and promotion during the tenure of former mayor Rezaul Karim Chowdhury.

At least 64 people have been promoted to higher grade posts by being recruited as labourers. According to the manpower structure of Chasik, the worker post is of 20th grade. But from there postings are made to Grade 10 Sub Assistant Engineer, Grade 16 Tax Collector or Permit Inspector. Necessary process was not followed in such promotion.

Several officials of Chasik said that these appointments were made on the recommendation of the then mayor, ward councilors, some officials and labor leaders. Jobs are arranged for close people without examination. Later they were promoted to important posts.

Meanwhile, during the tenure of Rezaul Karim Chowdhury, there was an incident of beating up the project manager of the project worth 2.5 thousand crores of City Corporation. On January 29, 2023, Engineer Md. Ghulam Yazdani was beaten up by the contractors.

Now the ACC has sought details of the city corporation’s 25 projects in October 2022, nature of tender, estimate, notification, time of awarding work to contractor, name and address of contractor, mobile number and contract price and current progress of work.

During the tenure of former Mayor Rezaul Karim Chowdhury, the City Corporation had entered into an agreement with three organizations for direct waste collection (door to door) from homes and shops-offices in four wards of the city. These are M/s Power Source, Waste Management Private Service and Chandgaon Cleaners Service. The institutions are known to be the institutions of the then mayor Rezaul Karim Chowdhury and a close person of a ward councillor.

Now the ACC has asked to provide all the records of the circular, list of recruitment committee officers, report and contract in this regard.
