State Minister Humayun Kabir to Oversee Foreign Ministry Affairs During Minister Khalilur Rahman UN Tenure

State Minister for Foreign Affairs Humayun Kabir has been assigned additional responsibilities to support the Ministry of Foreign Affairs during the absence of Foreign Minister Khalilur Rahman. The ministry issued a circular on Sunday formalizing the arrangement, which is intended to ensure operational continuity and the consistency of national foreign policy.
Foreign Minister Khalilur Rahman departed for New York on Sunday evening to preside over the 81st session of the United Nations General Assembly. He is scheduled to remain in the United States until October 22 to oversee the assembly’s proceedings. Under the Rules of Business, 1996, the circular mandates that Humayun Kabir will oversee all ministerial affairs beyond his previously designated portfolio during the Foreign Minister’s tenure abroad.
The appointment comes as Minister Rahman takes on his high-profile international role. Following his election on June 2, where he defeated Cyprus candidate Andreas S. Mavroyiannis with 99 to 91 votes, Rahman began a one-year term as President of the General Assembly on September 8. This marks the first time a representative from the country has held the position since Humayun Rashid Chowdhury served in the 1986-87 session.
Humayun Kabir, a technocrat, was appointed as a State Minister for Foreign Affairs during a cabinet reshuffle by Prime Minister Tarique Rahman on August 21. Following a subsequent circular on August 23, the ministry delineated the roles of the two state ministers, designating Kabir as State Minister-1 and Shama Obaid Islam as State Minister-2.
The ministry stated that the temporary redistribution of duties is a strategic measure to prevent any disruption in governmental functions while the Foreign Minister remains occupied with his responsibilities at the United Nations headquarters.
