The Chittagong district administration has asked for 16 crore rupees on an urgent basis to pave three important connecting roads in the much-discussed jungle Salimpur area of Sitakunda upazila of Chittagong. The district administration has sent a letter to the local government ministry on April 2 to pave three roads with the army’s 34 engineer construction brigade.
The Chittagong district administration says that three roads need to be paved on an urgent basis to speed up administrative control, counter-terrorism and surveillance activities in the 3,100-acre jungle Salimpur area. For that, a special wholesale allocation has been requested from the Ministry of Local Government. Sitakunda Upazila Parishad has been proposed to implement three roads under the DPM system by allocating this money. If any ministry, organization, department is not capable of any product, work or service, then if the work is given to an organization specialized in this work, it is called delegated procurement work. Chittagong district administration wants to hand over three roads to 34 Engineer Construction Brigade as it has experience in such work.

According to district administration sources, Salimpur forest of Salimpur union of Sitakunda upazila of Chittagong district is basically an inaccessible hilly area. The area was held hostage by terrorists since the early nineties. Since then, terrorist groups have been involved in various criminal activities in the area. Terrorists used women and children as human shields when law and order forces went on raids.
On January 19, when a team of RAB went on an anti-terrorist and weapons recovery operation in the jungle Salimpur area, the terrorists attacked and fired. RAB Deputy Director Motaleb Hossain Bhuiyan was killed in this. Three others were injured. Then on March 9 from six in the morning, the army, police, RAB, BGB and executive magistrate of the district administration conducted a joint operation in the jungle Salimpur area and liberated the area by conducting a joint operation. After the operation, two camps of the joint forces were established in the jungle Salimpur area for round-the-clock security.

Among them, shots were fired at the RAB camp (outpost) in the Alinagar area of Jungle Salimpur late on Sunday night. After that, various structures including the walls of the camp were crushed with bulldozers. Roads have been blocked in at least three places to prevent law enforcement officials from raiding the spot.
The Chittagong district administration has highlighted the rationale for paving three roads in a letter to the local government ministry. The letter said that due to the lack of communication infrastructure and the remoteness of the area, essential food, water, logistics and other equipment could not be supplied to the established camps. In this situation, three connecting roads need to be constructed to normalize the administrative control and public movement.
The district administration says that the total length of the three roads is one hundred and six kilometers. According to the proposal, the total cost of construction of three roads is estimated at 16 crore rupees. The biggest project among these is the development work from Bayezid Link Road to Hathazari Bazar Link Road via Kala Pania Betua Road. The cost of this project is about 8 crore rupees. Apart from this, the cost of road development from Jalil Textile to Alinagar Primary and High School is about 5 crore taka and the cost of road development from Chhinnamul Vidyut Office to Chittagong Cantonment MR Chowdhury Firing Range is about 3 crore taka. Chittagong District Commissioner Mohammad Zahidul Islam told Prothom Alo that if the three roads are paved, law and order will be maintained, administrative activities will be increased and the communication system of the local people will be improved.
