The most important agency under the Ministry of Education, the Directorate of Secondary and Higher Education (MAUSHI) has been running virtually leaderless for a long time. Maushi has not had a regular Director General (DG) for six months. Meanwhile, he who has been performing the additional duties of Director General for so long, has also been ordered to be removed. As a result, administrative activities and decision-making are not speeding up.

On the other hand, the National Curriculum and Textbook Board (NCTB) has been without a regular chairman for almost a year from March 2025. When Prof. Rabiul Kabir Chowdhury, who was serving as the acting chairman, went on post-retirement leave on November 6 last year, an additional secretary of the Ministry of Education was made the chairman on additional duties. Now, instead of the ministry, he is performing regular duties at NCTB located in Motijheel.

Although this crisis was created during the interim government, the reason for the delay has been raised as no appointments were made to the top posts even after the new government assumed office for almost two months.

However, a senior official of the Ministry of Education told Prothom Alo that there was a need for consultation with high-level officials, now that has been completed. It is expected that the appointment will be made within this month.

Maushi is the main organization for the management, control and implementation of policies at the secondary and higher secondary levels of the country. At the same time, the administrative management of education cadre officers is also covered by this department. The post of Director General of this institution is the highest post of BCS General Education cadre officers. It is the largest administrative structure in the education sector with an extensive network of nine regional offices, district and upazila levels across the country. The same organization has been without a full-time director general for six months.

The post of director general of Maushi has been in turmoil for a long time. During the interim government, the then Director General Professor Muhammad Azad Khan was removed as OSD (Officer on Special Duty) on October 14 last year. Earlier, Professor Ehtesam ul Haque, who was appointed in the same year, was removed after only 20 days. These constant changes and controversial decisions left the post virtually in limbo.

Until now the director (college and administration) of the organization BM Abdul Hannan was continuing the work of the director general as an additional responsibility; But in the notification issued by the Ministry of Education on April 9, he was removed and attached to the government Titumir College.

However, this information was released on Monday. A concerned official of Maushi told Prothom Alo that they received this notification on Monday afternoon.

On the same day, the director of the college and administration branch of the directorate was appointed as professor of soil science. Nazmul Haque. He was the Principal of Government Law Uddin College, Madukhali, Faridpur.

Now Maushi officials feel that the new director of college and administration wing may be given additional responsibilities till a regular director general of Maushi is appointed.

Officials concerned admit that it is not possible to ensure effective leadership of such a large organization like Maushi with additional responsibilities. Educators also feel that additional responsibilities can be temporary; But that doesn’t solve the problem.
