4 Brahmanbaria UP chairman sacked for making fake birth-death certificates

The Ministry of Local Government has temporarily suspended four Union Parishad (UP) chairmen as allegations of fraudulently creating fake birth and death registration certificates to meet targets in Brahmanbaria have been proved. At the same time, a show cause notice has been issued asking why they will not be dismissed finally. Apart from this, the District Commissioner has been requested to take legal action against the administrative officers of the four unions.

The order was issued on April 21 in 9 separate notifications signed by Helena Parveen, Deputy Secretary, UP-1 Branch, Local Government Department, Ministry of Local Government, Rural Development and Cooperatives. The notification reached the Brahmanbaria district administration on Wednesday. The matter was announced on Thursday afternoon.

District Commissioner Md. Abu Saeed told Prothom Alo this afternoon that they received the notice of temporary dismissal of four UP chairmen from the Ministry of Local Government yesterday. On the other hand, legal action will be taken against the administrative officers of those four unions as well as condolence.

An investigative report was published in Prothom Alo on December 26 on the issue of fraudulent birth and death registration in Brahmanbaria under the title ‘False Birth-Death Registration in Target’ and Prothom Alo Online as ‘Achievement of Registration by Showing Child’s Fake Birth-Death’. In view of the report, the District Commissioner of Brahmanbaria was ordered to carry out an on-site investigation from the Registrar General’s Office on January 20. The investigation report mentions that allegations against four UP chairmen and administrative officers have been found to be true. Then the ministry took disciplinary action against them.

The suspended chairmen are Nasir Uddin, Chairman of Sadekpur UP of Brahmanbaria Sadar Upazila, Atiqur Rahman, Chairman of Budhal UP; Chairman of Kuti UP of Kasba Upazila. Farooq Islam and Charchartala UP Chairman Faizur Rahman of Ashuganj. The administrative officers are Kuti UP Kazi Tajuddin Ahmed, Sadekpur UP Mohammad Atiqur Rahman, Budhal UP Md. Hasan Bhuiyan and Charchartala UP Md. Russell Mahmud.

The notice of suspension mentions that the on-the-spot investigation proved that the birth and death registration targets were being met fraudulently by creating fake birth and death registration certificates. The exercise of the powers of the Union Parishad by the Chairman of those four UPs is illegal from an administrative point of view. Four UP chairmen have been suspended from their posts as per Section 34 (1) of the Local Government (Union Council) Act, 2009, as their criminal activities are against the public interest including the Union Parishad.

It is said in Shokaj’s notice, that the answer to why those four UP chairmen should not be removed finally for committing the offense under Section 34 (4) of the Local Government (Union Council) Act, 2009, has been ordered to be sent to the local government department through the Brahmanbaria Deputy Commissioner within 10 working days.

In a separate letter requesting action against the administrative officials, it is mentioned that since the appointing authority of the four is Brahmanbaria District Commissioner, legal action has been requested against them.

The investigation found the truth of the allegations raised in Prothom Alo’s report. Subject to the investigation report, the Local Government Ministry has issued show cause notices along with temporary suspension to four UP chairmen.
